Can't align timing marks

I recently made a post about aligning driver's side cam gears, this is not about that. I have those aligned and locked in place. Now im trying to put the new belt on and I can't get all of the timing marks to line up, there is always at least one or two off. I can either align driver's side intake and exhaust perfectly and have the passenger side be off, or visa versa. Its like the belt is marked wrong... but its not, i counted the teeth.

I have searched and searched the internet about this and have found conflicting information. For the most part I find people saying that all the marks need to line up exactly including the instructions that came with my Aisin timing kit, the service manual, meaty's timing belt guide from nasioc (which i see reccomended by many members as the go-to guide), also every video i can find on this on YouTube, etc.) not to mention that just makes logical sense, why have all the marks if they aren't supposed to line up, right? but then there's this post from here where user Epictopher says he works at a dealership and that the double marks are supposed to be offset, he even says he double checked with his service manager and the double marks are supposed to be offset slightly.

I have also counted the teeth in between gears as per meaty's diagram, and the marks match up, so I know I don't have the wrong belt, or the belt on backwards, the timing kit i have is aisin tkf-004 (brand new), its a 2002 wrx motor. I also replaced both passenger side cam gears too, not that it should matter.

The above pictures is what usually happens and is how it currently sits.

however, one time I was able to get 3/4 gears lined up...

Passenger intake gear - the only one that I couldn't line up that time - seems to be by about a tooth or a half tooth off.

Passenger side double marks, also about a half tooth off. (I figured I don't need to post the driver's side gears again because they haven't moved from how they are pictured above).

I read someone say that it's OK if it's a tooth off... that the marks only line up exactly right every like 281 rotations or something... idk if that's the case, but regardless I should be able to get them to line up. Someone else said that it's fine they are off, that when i pull the pin on the tensioner they should lineup... but everything i am seeing has people getting them exactly lined up before pulling the pin.

I've tried installing the belt on gears in different orders, I've tried multiple methods I've seen on YouTube... every time i get the same results.
Anyone else have this problem? or better yet a solution?

I am not positive, but from one of the pics on your passenger side cams, it looks like you have slack between the two cams. It can be tricky to get that last tooth worth. Try lining them up before putting the last idler on the bottom closest to the passenger side cams. Hope this helps!
