Welcom to the forum! Thre STI is a great choice. Yes, you will need a tune to make her run correctly. Easiest way is with an accessport by Cobb. Its essentially plug and play.

Im sure you can mcgyver somthing up that will direct the cold air flow near the air filter. I honestly dont see it doing much good, unless you relocate the filter down in the wheel well like a CAI.

My completely un-professional opinion would say yes. As long as they clear your calipers they should be fine. if they fit on your WRX with space to spare around your brakes you should be all set....
