Now the vacuum is at 16-18 and the boost gauge is reading 0.

On start-up is it normal for the idle to go up and down until the car warms up?

I'm so lost now there no shaft play what so ever (forward, backward, left or right) and the turbine moves freely.. The external wastegate is locked shut and there is a plate on the DP blocking it (I'm sure that's normal considering there's an external wastegate on the TMIC). I removed the MBC and hooked the vacuum lines up according to the picture. When I checked for boost I was sitting still, in neutral.

You need to be moving to build any real boost. External wastegate should be on the exhaust down pipe not the tmic. That is a the BPV.

Okay. Well I don't believe there's anything wrong with the turbo besides the studs -_-.. Maybe I need to rip it up the street and check the gauge. Everything is reassembled..

How about the idle?

Yes. Stepped on it in first gear and still only 6psi just like when the MBC was in.

I'll get pictures tomorrow it's too dark right now.

If its the wastegate inside the turbo housing its a Internal wastegate. Otherwise keith is right. The external wastegate would be coming off the up-pipe and either dumping to atmosphere or plumbed back into the exhaust tract. Plus, you need to do a 3rd gear pull. LOL, sorry that these guys are not clear in what they say.

I'll have to check to see if I have a restrictor pill in "line 1". I finally got to do a thorough search now that I'm using a computer.. No computer at my house so its a pain to do it on my phone the whole time. If that's what it is I'm going to feel like a moron. But would be an easy fix .. fingers crossed.

She can't be legally driven until Monday morning (when I'm going to put er' on the road).
Can't do a 3rd gear pull up my street even though I'd love to haha!

There's no restrictor pill -_-.. I'm going to pick one up tomorrow. I'm sure North End Subaru will have them in stock. And see if that fixes the problem. And instead of Monday it's going to be on the road tomorrow!

You don't have to be in 3rd gear to make boost. 3rd gear is for datalogging silly willy....Since you said it doesn't have the pill in it then that might be your big issue there, that our the BCS is bad.
