My thought is leave it be. The flutter is common, and won't hurt anything. Heat wrap your downpipe.

It's not compressor surge- this is only heard when you lift off the gas, not before going under boost.

That line is the key. It's flutter. Once you're in boost you shouldn't hear it any more.
It's normal to hear it more with an upgraded downpipe.
