I wonder how old it is? You should ask for some better pictures of it (i.e. Closeup of fins to see density and if any are bent/damaged). Also, I think hyperflow used to make the TurboXS core.
A new Perrin TMIC can be found for around $700 or less and a new TurboXS for $630. So if it looks like it is in good shape, I would offer $400-$450 for it.

Perrin's TMIC for 02-07 wrx and 04-10 sti layouts are discontinued....
