Cold weather will cause boost spikes. Being in Jersey, this may happen in the winter months when you get on it. You can either get engine management or a catted downpipe, both of which will prevent spike and creep.

I wouldn't mess with the restrictor pill unless you are running high amounts of boost on an upgraded turbo. Engine management can be relatively inexpensive (tactrix, opensource) and is the safest way to go. The BOV does not effect the cat, but it will give your ECU an inaccurate reading of how much airflow is in the system causing you to run rich, especially between shifts.

Cobbs site says to change the line and pill to help solve for this problem regardless of what turbo you are running. If you go to thier site and find that bulletin it tells you what part number to get for you car.
