I was looking on ebay and saw what the company called a vortex generator that is supposed to help push the rear of the car down for more traction at higher speeds. It was like 140 shipped and was curious if anyone every bought one or tried it? Thanks

My friend has one. He didn't get it off ebay. It was a fiberglass replica made in Taiwan. Looks okay, fitment decent. There was a small gap. More of an Evo thing to me. For it actually being effective, I wouldn't count on it, but who knows.
the vortex generator doesn't push the car down. It breaks up the air going over the back of the roof so that it will start to go down the back window (instead of going straight back) and into the STI spoiler. I don't think it will help with the WRX spoiler
it might provide some benefit once your at speeds where a normal spoiler or element starts generating down force. which, depending on the overall drag coefficient of the car, is usually around 120mph.
the sti spoiler provides more lateral resistance then anything. which is somewhat beneficial while sliding the car. it makes it a little harder for the rear and to come out, which can make the overall task of sliding easier at higher speeds.
the air flow is effectively changed starting around 60 MPH, but depending on the rear downforce element on your particular vehicle, may or may not do anything, there have been some inconclusive tests that have shown the diffusers doing something starting around 60mph, my buddy and I did a yarn test on his evo and that is what we saw too, but, since we did not have a wind tunnel, have no clue why the yarn moved more toward the rear at speed, and when doing this, if it was even beneficial at all.
smoothing out the airflow will not generate down force. it will reduce overall drag coefficient. which is completely moot. lets start talking drag coefficient mods after you pull the door panels, stereo, seats, etc. that will increase performance a lot more.
