Quick questions before painting my rims

Alright, so I'm ready to paint the stock wheels on my black subie after seeing how great it looks on this forum. I went to advance auto and bought one can of adhesion promoter, 2 cans of graphite wheel paint, and 1 can of clear coat.

Now before I put on the adhesion promoter do I just have to clean my wheels well or do i have to scour or sand them or something, if I do have to sand them what grit should i use and i would love any tips on how to not mess it up. If theres anything I'm missing or anything I need to know it would be really appreciated, I can't wait to get started on this project.

Here is what I did personally. I used 400 grit and then 800 grit. The best tip i can give you is to take it slow and put on multiple even light coats. If you do that, it will turn out great

Will sanding work better then a scour pad that Duplicolor says to use on their website. I really don't want to mess this up, I've never painted wheels before. I went to home depot last night but I couldnt find the 3M scour pad they were talking about.

Wet sand seems better since you can get a better finish. Scour seems like the lazy way out.
