Polish brake Rotors?

Is it possible to polish brake rotors without any sort of lathe or anything? I want my brakes to look nice but I dont want to spend money on rotors that arnt broken. Can I just use cleaner, sandpaper or something and some polish to get all the rust off?

Bit too vague...

If you're talking about the hub area of the rotor, clean em up with some steel wool and then paint them black or whatever color you want.

If you want to polish the actual rotor, well then that's easy too. Turn on the car, speed up to about 60, hit the brakes. Nice clean rotor surface.

I honestly prefer to use sand paper. Something about using my hands and being able to feel what Im doing and being able to keep a better eye on it. But either should work just fine. Just dont use a low grit sandpaper (like something that is really rough or harsh).
