For cleaning "gunk" brand heavy duty gel works great, You spray it on and let it sit for a few minutes before pressure washing off. I also like simple green concentrate undiluted in a spray bottle.
As for painting in the engine bay you will want to stay away from plastic and poly based paints, enamels and epoxys are usually better suited to high heat from your engine and turbo. Rustolium makes some paints specifically designed for your engine bay.
If you have a stock intake krylon makes automotive plastic primer that works great without sanding. then you can use the same high temp paints as the rest of the parts.
for the TVG and timing cover any high temp paint should be fine. just make sure it is very clean first and as long as the parts are metal I would use an etching primer before you add your final paint color.
for pulleys you might want to look for anodized units that match your color scheme. They take a ton of wear on the belt path and they tend to get dirtier than other parts under the hood.
on the alternator, its a matter of pulling it off and disassembling it, dont get any paint on the rotor or the inside of the stator assembly and be careful when you are reassembling, keeping things balanced is very important.
as for colors the closest thing Ive seen to tien green is Rustolium dark green for BBQs, Its more like the coleman green but it might look good.
The color I am going for is more to the bright green side. I found one called Grabber Green. I think that will be the one.
