99 legacy roof rack/rails

I'm having problems trying to move the crossbars forwards and backwards. For some reason the manual shows a different type of rack than the one that came with the car. The type of rack can be seen below.

I can push and pull on the rear crossbar to make it move about 5-6 inches. anymore and the rubber lining pops out...

I cannot move the front crossbar with all my might!

Do i need a special tool to unscrew the racks? where/what how!!!?

You have to loosen a bolt that clamps the crossbar to the rack. if i remember correctly the bolt is on the underside of the crossbar.
