Thermostat?

What would cause my car to blow colder air while stopped but when driving it blows hot air

Check to make sure you're not low on coolant first. Then thermostat.

Thermostat stuck open, usually when you drive the heat will still be kind of weak though.

Ok another ? Do 03 wrx not have a cap for the overflow tank

It's the overflow tank..... stand in front of the car with the hood open and look at your 10 o clock position...see that tank?

THAT looks like the overflow tank. Needs a damn cap on there. But I think it's supposed to be a clear tank. The place on your left and 10 o clock from there is the "rad cap".

Is that FMIC piping right above it?

I've never seen any car with a fluid reservoir of any kind not have a cap from the factory. Yes, your supposed to have a cap.

That overflow is aftermarket. I forget who makes it. I had one on my 04 and replaced it with another.
Chances are it was replaced to make room for your fmic piping.

Yes it's by the fmic and that's what I thought it was I have the radiator cap like you said up on the top on the passenger side I just didn't know what that was lol
