Stutter at 3.5k+ RPM if more than 1/2 Throttle

1995 Subaru WRX
-Only mod is exhaust from cat-tip

Symptoms-
-During hard acceleration I will experience studders/bogging starting at 3.5k rpm and up. The stutters are very quick and inconsistently spaced(around 3 per second).
-If i accelerate normally I do not experience the issue
-If I am in neutral and I rev the motor I do not experience the bogging.

Any input would be great. I tried searching but nothing seemed to match my symptoms.

I think I may have found something that may be useful...

I disconnected my battery for an hour which.. from what I read should reset my ECU. During my drive to work today it performed perfectly. During the drive I wound out 2nd and 3rd gear about four times.

When I went on lunch, the problem returned :mad: . After work I did the same 'ECU reset' and now it's performing fine again. This leads me to believe it could be a problem with a sensor or my ECU... Is this a logical assumption?

Where are the fuel filters located on the car? I looked in the manual and the only filter I saw was the ' Fuel Jet Filter ' near the gas tank. Is this it?
