CHECK SECONDARY AIR PUMP OPERATION.
1) Connect the test mode connector.
2) Turn the ignition switch to ON.
3) Performthe operational check of secondary
air pump using the Subaru Select Monitor.
NOTE:
Subaru Select Monitor
For detailed operation procedures, refer to
“Compulsory Valve Operation Check Mode”.
Valve Operation Check Mode.>
Does the secondary air pump
operate?
Go to step 2. Go to step 3.
2 CHECK DUCT BETWEEN SECONDARY AIR
PUMP AND COMBI VALVE.
Check the duct between secondary air pump
and combi valve.
Is the duct damaged or disconnected?
Replace or connect
the duct.
A temporary poor
contact occurs.
Check poor contact
in connector.
3 CHECK POWER SUPPLY TO SECONDARY
AIR PUMP.
Measure the voltage between secondary air
pump and chassis ground at the condition of
Step 1.
Connector & terminal
(F127) No. 2 (+) — Chassis ground (−):
Is the voltage more than 10 V? Replace the secondary
air pump.
Go to step 4.
4 CHECK HARNESS BETWEEN SECONDARY
AIR PUMP RELAY AND SECONDARY AIR
PUMP CONNECTOR.
1) Turn the ignition switch to OFF.
2) Disconnect the connector from secondary
air pump relay and secondary air pump.
3) Measure the resistance of harness
between secondary air pump relay and secondary
air pump connector terminal.
Connector & terminal
(F129) No. 5 — (F127) No. 2:
Is the resistance less than 1
Ω?
Go to step 5. Measure the resistance
of harness
between secondary
air pump relay
and secondary air
pump connector
terminal.
5 CHECK SECONDARY AIR PUMP RELAY.
1) Turn the ignition switch to OFF.
2) Remove the secondary air pump relay from
relay box.
3) Connect the battery to terminals No. 3 and
No. 6 of secondary air pump relay.
4) Measure the resistance between secondary
air pump relay terminals.
Terminals
No. 4 — No. 5:
Is the resistance less than 1
Ω?
Go to step 6. Replace the secondary
air pump
relay.
6 CHECK POWER SUPPLY OF SECONDARY
AIR PUMP RELAY.
1) Turn the ignition switch to ON.
2) Measure the voltage between secondary
air pump relay connector and chassis ground.
Connector & terminal
(F129) No. 3 (+) — Chassis ground (−):
(F129) No. 4 (+) — Chassis ground (−):
Is the voltage more than 10 V? Go to step 7. Repair the open
power supply circuit
or ground
short.

So that was the long version A dealer, and most shops will most likely recommend replacing the secondary air pump with is a fairly costly part. Since it's function is merely to get the cats up to temp faster at start-up (open loop) as an emmisions function, lots of people are disabling the system and using a block off plate to eliminate the air pump (and secondary air valve, which also fails)

I don't know that particular issue is chronicled well on these forums, but I am certain that a search on NASIOC would yield you all the answers you need re. the delete process.

Not an issue known to have serious consequence

I got this CEL when I swapping TMIC. Ended up being that I somehow must have un-plugged it. It's in front of the slave cylinder on the driver's side. Check the easy stuff first, but I know that system can be removed/blocked off since it's really emissions related.
