I had that happen with my old boost gauge, but that was because when I changed the pod it was stuck and I hsd to smack it to get it out. It would go up, but then not come down anymore. It didn't come back down after I shut off the car though. . . I just bought a new gauge. I didn't really like the looks of it before anyway. Also, is it possible that the gauge face isn't all the way tight? If the face is rubbing against the needle that could effect the needle from sweeping, whether it's touching the spindle or the actual needle sweep. Turning off the car just stops all of the signal, so it might have more force to bring it back down. Let me know if any of that helps.
