Well I'm back! It was a simple cheap quick fix! It was the C-clip on the wastegate actuator arm. It was loose and eventually came off. The arm wasn't even hooked to the flapper at all.

Thanks to everyone that pointed me to the wastegate arm. It really helped me not waste time and money trying to chase this problem down. Especially with no codes to go by. You guys rock!!!
