Low boost diagnosis - help appreiated

2002 WRX no mods, 41K miles, bought the car used so do not know history. The boost peaks at .05mpa(7.5 lbs) which I understand is just wastegate pressure. I replaced all of the vacuum lines, restrictors (brass insert and plastic) and a new "T" fitting - no change. I cross checked with another vacuum gauge- same result. car runs well but obviously not optimal.
The wastegate actuator looks like a diaphragm that , if bad would fail to keep the wastegate closed. Is that a possibility?
Has anyone known the actuator to fail?
any other ideas to test/diagnose?

I would check the actuator and arm; however it sounds to me like you've already done more than most would have during novice troubleshooting.

I would make sure your reading on boost is correct first before going any further on the troubleshooting. Then I would check the actuator only after checking the boost control solenoid. Perhaps the easiest way to do this is purchase an MBC (manual boost controller) for $20-30 bucks and installing it in place of the BCS. Adjust to 12.5psi (.83mpa) in 3rd gear and see how the car reacts, if you notice any knock or jerkyness, go back to step one (sounds like the boost you are reading is incorrect) if all feels normal begin trouble shooting the BCS. If the boost does not change with the MBC you know what to work on then.
