Hot Weather Fast Idle In Stop-and-Go Traffic

Twice now I noticed the idle running at 2300 rpm in hot weather and stop-and-go traffic. I had the a/c on because it was hot out, but even when I toggled the a/c off the idle stayed high.

The engine was at operating temps so it wasn't a cold start cycle, but it might be a faulty a/c load cycle operation.

Once I get out of stop-and-go traffic and open it up for a bit, it seems to return to normal.

Any idea what might be responsible for this?
