I have no idea what might be done to his car? Did he recently change something on it, did it just start doing it all of a sudden, did he just fill up with gas? These are things that help out when solving issues like this.

Probably a vacuum leak, but like was stated above, hard to help much when such a generic symptom can have many causes.

sorry i was out of town no computer around i had the engine block replaced and it ran fine for a few days then it started happening the rpms are at 2k while idling

Still a barrage of causes for this sort of symptom. If someone was in your engine bay chances are you have a vacuum leak somewhere.

ya the rpms do go back down after i drive it for a while. i do know that one of the intercooler hoses is cracked but i have new ones on order could this be a cause??

That would be a vacuum leak. How big is the crack? I would be pretty easy on it, in fact if it was mine I wouldn't drive it if it was a decent sized crack, probably running crazy rich on boost and lean on off throttle.

On my DSM, this usually also happens if I forget to put back one of the ground wires to the chassis. You mentioned the engine block was replaced, you sure everything was hooked back up? From rebuilding my transmission, I know there is a ground right around the pitch stop and another (for the starter) that goes to on one of the bolts to the transmission.

Get that vacuum leak fixed first and do the test to make sure there are no others. I would guess either a ground/electrical issue or a leak.
