Unhappy Fuel Issues

Hello everyone, my buddy and I are in the process of finishing an 18g setup on my 2004 WRX, but the problem that continues to reoccur is that cylinder 3 is running lean (we have tested this by spraying brake cleaner on the area around the injector; the injector seems to suck in the air to compensate for the fuel it is not receiving, which is causing negative AFR's to pop up). We have switched injectors (I am using brand new STi pink injectors) to rule out the possibility that the injectors are bad, resealed the injectors with brand new seals to ensure that all seals are not "re-used," checked fuel pressure (it turns out that fuel pressure is where it needs to be), replaced the o-rings on the fuel pressure regulator, and bought a new fuel filter. However, despite our efforts, nothing is working and the tuner cannot tune the car with a lean running cylinder 3. The only option we have left is buying new fuel rails; assuming that a slight bend has occurred that we cannot see or do not know about. If anyone has any help that can be offered PLEASE PLEASE PLEASE help; it would be nice to get this car to finally tuned.

the injectors ground on the ecu board itself. have that looked at.
