cobb ap install problem

I tried to install my AP today and it wouldn't work. i followed the instruction and ran the test. then i connected the initialization connector and began to run the installation. after saving my stock ECU setting and error message appeared show that i was only at 4.3 volts (it needs 11.7 to run the reflash). after retry numerous times i called cobb they think the doggle/noggle(sorry about the spelling) this is the part that connects into the obd-ll port that came w/ the AP may be bad. Chris at cobb told me to ask around if anybody in my area has a doggle i could use to see if this is the issue. I live in Fort Lauderdale Florida. If anybody has any suggestion or lives in the area please let me know. thanks.

The first thing that came to my mind is that your car battery might not be fully charged or possibly going bad.

thats what cobb thought but i hooked up jumper cables to my friends car and it still ran the same 4.3v reading.
