bpv problem??

Hey guys!
Just a question...
I have an unusual fluttering problem...
It usually happens off boost around and at times at low boost ( around 2- 5 psi) around 2,500 rpm to around 4k rpm.
My local tuner said that its most probably my stock bpv thats fluttering in vacuum and in low boost applications.
This sound disappears when
I had it removed and it was actually very stiff. Really stiff.
It really needed force to push back the piston.
He brought out a bpv from another wrx and it was soft in comparison.
Does this make sense?
Can a bpv make fluttering noises?
Already replaced the uppipe gaskets and checked the other parts of the exhaust and everything is fine
REally at a lost!

one more thing...
the noise comes out when the engine is hot...
no noise when it is still cold...
