Blow By Buildup in Intercooler

I have been experiencing turbo lag for quite some time now. This weekend, I was replacing the secondary air pump suction valve (due to it being stuck shut from water in the line). When I removed the 3 small hoses connected to the intercooler, I was amazed by how much blow by was in the hoses and the small PVC pipe. My question is, by looking at the pics, could this be attributing to my turbo lag? I know that some blow by is normal. With that much in the PVC pipe, would it be necessary to take it to a radiator shop to be cleaned out? What could be attributing to this? FYI I have a K&N air filter and I converted from regular oil to synthetic about 14k miles ago. Not sure if that has any effect or not.

Looks like a water got in there as well. I would flush the intercooler out or just let it hang up for a few days to let all the oil drain. Seem to me that's a lot of blow by... I'd also clean out those lines as well.
