I believe that the idle raising and lowering would be your fan kicking in.

DreamEvil, the fans are electric so it won't cause the RPMs to drop unless his alternator is going bad.

Sounds like you have a bad throwout bearing and possibly a lightweight flywheel that the previous owner didn't mention.

the idle surge is probibly a vaccum(sp?) leak.. my guess is its around the aftermarket turbo inlet.

The idle will drop and raise with the a/c turning on and off. But, he did state that the a/c is turned off. I think that's where dreamevil got confused. Hope you figure out whats wrong man. GL

Same problem here

I have an 02 WRX and it's got the same problem. When at idle the needle my rpms sometime drop as if the call almost stalls and then goes back up again, sometimes it does stall. It is very annoying. I was thinking that it is the iac valve or sensor, can it be cleaned?

Yes, the IAC valve can get cleaned. Pick up some QD Electrical Cleaner and hose it out.
