Shifting up to a higher gear is fairly straightforward. Just wait untill the car is at redline or on the rev limiter ( for autocross and time tirals, drag racing may different.) And be pretty quick about the gear change. Do not shift up if you only need the higher gear for a very short time. You will waste more time with the shifter than you will gain by the slight increase in speed for a few yard of track. Rather just hold the engine at or below redline, then apply your brake before entering the next turn.
Downshifing properly is more difficult than upshifting for two reason: first, it ussally happens while braking, so you have to coordinate it with the braking. Second, you need to rev up the engine so the car dose not become unsettled by a sudden change in engine speed.
The time for the down shift is while braking before the turn. You will be braking, of course, since there would be no reason to down shift you were not slowing down. You want to come out the turn in the lower gear, ready for brisk the acceleration. Since you may be accelerating as early as the entry to the turn, you have to get into the lower gear before you enter the turn. You can do this while braking. Since you are braking enough to need a lower gear, you likely be on the brakes long enough to entire shifting process during braking.
