Yes it has been tuned. Start by checking for a boost leak.

Just put some soapy water in a squirt bottle. Spray down any hoses that are part of the bcs. Look for bubbles

i went out for a couple of logs and disconnected the bcs and left the t open. the boost went up to 20.4. i dont think it would reach that boost if i had a leak. or?

ok so when you say boost leak meaning on the intake side of things or on the bcs and vac hoses.cause me disconnecting the bcs would be just eliminating the solenoid cause without it just slightly passed the boost target.sorry guys i am newbie so be abit patient with me. thanks

Anywhere

Check under the TMIC, after the MAF(Turbo inlet). Heck, even the gasket under the BPV.
