Cobb Accessport. Not reaching full boost. WDC?

I have an 03 WRX with APS turboback exhaust, sf intake. Im was running Stage 2 93. I couldn't reach full boost so i flashed the Stage 2 93 hwg and still can't reach full boost. I data logged 13.52 Psi in 3rd gear at 3850 RPMS this is all i can boost. At the same time my wastage duty % is only at 91.76. (IDK IF this should be higher or lower).
Please help me reach full boost. Idk what to do I'm kinda noob. I read that you have to wait approx. 250 miles for ECU to fully use new map (is this true or false)?
What i'm asking if for any help or advice to reach peak boost. Thanks

I'm guessing your using the stock bcs right? what ambient air temp? stock uppipe? any cels?

Stock BCS. I didnt log the air temp. Stock uppipe and no CEL

No, look into loosening and tightening your WG arm on COBB's website if you aren't getting target boost.

Could just be a boost leak as well. I would start there before going and adjusting crap.

Does the boost fluxuate or does it stay at 13psi for the most part?
*side note*Why is fluxuate underlined in red...It's a word isn't it????

the boost does not fluxuate it stays constant at just under 14 psi. it wont go over though.

I know this goes against the grain, but try resetting the ECU and report back. If it doesn't change it then try taking out the pill and see what happens.

Okay thanks man. i will try both of those things and see what happens.
Should i adjust the wastage arm? I read the post about it. I will try theses 3 things and will report back with my findings...Thanks guys!!
