So glad I don't live or was born in CA lol! Question: if you buy another ECU for your car and keep the OEM one just for warranty needs at the dealer, can they tell you've swapped back an forth ECU's?

The whole thing is not going to be that big a deal. Dealers flash ECU's too don't forget, that's why they're reprogrammable in the first place. The biggest part of this change is probably making sure all the car's emissions sensors are reporting... which just leads to more manual fixes.
