I ran a buddies stock 04' STi in Phoenix and we were pulling very low 13's all night (13.0-13.1)... we were running 100 octane fuel with absolutely NOTHING done to the car aside from good driving.
If yu want power, then upgrade; but STi's are capable or very close to being capable of 12's pretty stock. Im not trying to be an ass here but 13.8 isn't to great IMO, even at 5000 feet. Post up your 60ft and MPH times. Remember (dont take this as a theory either) that every 0.1 off your 60ft time is ~0.2 off your overall ET.

My first day ever at the track I managed to run a 12.94 with a stage 2 AccessPort. My 2nd day ever, I had switched to a UTEC tune, and could run in the 13s even missing 5th gear I ran a 12.97. There's no reason a well driven run won't be in the 12s.
