IACV question

So out of the blue I got CEL P1507 code that referred me to the IACV so I removed it and cleaned it and am now awaiting a new gasket to arrive to return it to the throttle body and my question is this.
while cleaning it I noticed the little butterfly valve inside doesn't seem to close all the way,
is this normal?
From research about the code it turns up to be two things either this IACV is dirty or the neutral switch is bad I figured I would go for the easier of the 2 first.

Well to answer my own question it is ok for the butterfly valve to be open and cleaning the Idle Air Control Valve with a small amount of carb cleaner does remove CEL code P1507.

If anyone else has this code and cleaning it does not fix it then try the neutral switch.
