Question HP gain per pound of Boost

Does anyone know the hp gain for every pound of boost added. I also have seen various opinions on safe boost levels. I would like to know if anyone is running 16psi of boost and if any problems have occurred while running that amount of boost. If so, is is safe to run 16psi with the air intake silencer mod and a K&N intake panel filter, up pipe, down pipe, HKS Exhaust, HKS Blow off Valve. My next mod will be an E Management.

1 lb= ~10-15 hp depending on ignition, turbo etc..
