Of course, any time you buy a used car, it's going to be a gamble. On that particular car, I'd be concerned because it is 10 years old, the straight cut gears probably mean it has been driven hard, and a boost controller is not the safest way to manage boost. Also, if that list is only "a few" of the mods, it makes me wonder what the other mods are. 18 lbs of boost isn't too terribly high, so I wouldn't worry too much about that. If you know your friend well and his driving/maintenance habits are excellent, it might be worth buying the car if he's giving you a really good deal because depending on the brand of the FMIC, type of turbo, amount of engine internal work, and the gearset - that's a pretty good chunk of money that you won't have to invest if you decide you want bigger power numbers. I don't know... it's hard to make a decision just based on that description.
