"squeaky" power steering noise

so i replaced the power steering belt and now when i start the car up and go to turn when backing out or something there's a loud squeak that sounds more like a banshee screeching while turning the wheel and it feels stiff to turn. after the car warms up i usually don't have the problem. The problem seems to be worse when the temp is cooler. I have the belt on there tight it doesn't seem to be loose and the power steering fluid isn't low. Any help on what i should do to narrow down the cause whether it be the belt or power steering pump or possibly something like the pulley.

What year? Check the hoses for leaks/cracks and check the power steering pump housing for leaks. It's not uncommon for the seals in the pump to go. Squealing is the 1st sign. Is the steering wheel difficult to turn during the squealing?
