I'd like to consider myself a pretty decent reader, but I had to slow down and read that post one word at a time and I'm still a little confused. From what I gather, you have:
2002 WRX
JDM Headlights
HID Kit (brand/details?)
Full Invidia exhaust (downpipe and cat back?)
Up pipe (brand?)
Megan turbo manifold (headers)
Perrin TMIC
Intake (brand?)
HKS Super AFR
BOV (brand?)
any other mods?
What kind of BOV do you have - atmospheric or recirculating? Does you car have any kind of tune? The HKS Super AFR is probably a bad idea if you're not tuned for it. The intake could also potentially cause problems. I don't know how to help you as far as the HID kit because mine was completely plug and play - maybe you got the wrong kit for your car? And as far as the 1/4 mile estimate there are too many variables to figure that out right now. A rough guess might be somewhere in the range of 13-14 seconds.
Long sentence. But I would skip the BOV if you are just slapping it on there. Without a set of numbers (not that it really helps), or know in the track conditions, your driving style, maybe 14's. Is that realistic, probably not, but yor best bet is to take the car to a track and find out. I would also suggest on reading how to launch an AWD car, you dont really just rev to redline and drop the clutch.

The part I understood you were asking about was with the HID kit and why it wasn't working for your car. Let's take this slowly. Our cars actually use 1 common POWER wire, with separate outs for High/Low and go to the switch for a GROUND. The headlights you have are not JDM. They look good, don't get me wrong, but they are only black housing versions of what 02s have stock. Anyway, I don't remember which prong was the ground, but I'd bet the kit has POWER/GROUNDs reversed, and you'll need to flip it on th ballasts as well. The foglights are directly linked to the headlights, and it's just a little quirky that way. Use a multimeter to find out what wires are doing what, (You'll find one that is constant power and then the other 2 are either for high beam ground or low beam ground when the switch is on) and make sure the key is in the ignition or the circuits won't be closed anyway. Make sure you try it in a couple different configurations, because somehow through the relays there is a way to see power and ground with the low beams on, but powering through the fog light circuit if I remember correctly. This is likely how you're wired right now. When it's wired correctly, it will function, but the connectors sent in most universal kits don't actually match up correctly for an HID kit because of the GROUND/POWER configuration of your car. Find the power and ground, attach the kit correctly, then reverse the polarity at the HID ballast (before the ballast, not between the ballast and bulb) and that should solve your problems. Feel free to PM me and I can walk you through it more step by step, as this post isn't as clear as I intended it to be. Good luck, and post pics when you're done. By the way, JDM headlights have a separate hi/lo beam, with the high beam where your stock blinker is, the low beam in a projector more in the center, with the blinker as a small circle toward the outside below the high beam. Good luck with your car!
I had this same problem when I installed my hid kit. Is yours a sharp hid kit? If your still having trouble, I will look at mine tonight and get back to you. I'll try to post some pics.
