air inlet slots

I am curious about the the air inlet slots on the outside of and beneath each foglight on a 2003 WRX Wagon. Underneath it looks like these are ducted to cool the front brakes. I have been told that just about everything on a Subaru is functional rather than styling.

Do you think these air inlets actually help cool the brakes (at speed)?

Look inside the fender. See that inner fender liner? That blocks all potential cooling coming from those vents. But, I've never had a problem with brake fade with the stock brakes anyways.
