My brother just bought some "steelies" with winter tires for his 11 off of a Legacy and said they fit fine, sorta tight for an OEM fit, but nothing to worry about.

16" wheels will clear your brakes. There are even some 15" options, but you have to buy very specific wheels if you want 15".

tire warehouse and a few local shops are complete idiots. Again, 15" wheels will clear your brakes let alone 16". FFS, I am not lieing or making shit up. Go look up pictures of your car with 16" wheels, they're everywhere. Your car has stock 17" wheels so your local morons don't want to have to THINK for a living and are sure that 17" will clear. That's all it means. You should look up the 02-05 WRX, used almost identical brakes to the ones on your car and came stock with 16" wheels. In fact, the stock wheels from an 02-05 WRX will fit on your car just fine. The 06-07 WRX had larger brakes than your car and they STILL fit several different 16" designs. Not to be technical, but you can even fit some custom 16x8.5" brakes over STi BREMBOS! The idea that your stock brakes are too big for 16" wheels is absurd.

I have some 215/50/17s that need wheels but the guys from tirerack think they wont work on a 17" wheel because of the sidewall height. Anyone running this setup?

That's the stock height for an 09+ WRX. They work fine on any 09+ WRX. They will work fine on other year WRX's if the suspension is stock and in good working order, they're only slightly taller than the stock 02-05 WRX height. Lots of guys use 215/50R17 for the winter, that's a very normal size people buy on purpose for Impreza's who subscribe to the "lengthen gear ratios for winter" religion.

So 215s will work on my 09?? I was considering it because its 20$ per tire less than 225s.

I know lots of guys run the 215/50/17 setup but they're typically on a used 08-09 wrx stock wheel which is 17x7 +53

My concern was rubbing on a 17x7 +45 enkei wheel. Is that offset enough to cause issues?

Not all 215's. 215/50R17? Yes, totally fine.

Zero issues with those wheels on a 2011. More offset would help your steering response, but there's no clearance issues with 17x7 +45 on any year WRX let alone the wider fenders of the 09+. Not even close to your fenders.
