TMIC = More Boost?

Guys, I just installed a Perrin TMIC on my 09 WRX H/B. I was running Cobb Stage 2 ACN91 and the target boost was 17 psi +- 0.8.

While I was testing the IC (cool night around 60s @ California), the boost was up to 19.1 psi. I did not change anything but the new IC. Is this normal?
