Still have bad gas mileage

I have noticied that my car is really sucking up gas. My car only has 2500 miles on it and i have had it since june. So i filled my tank up and ran it until the gas light came on. When i filled the tank, i put 14.43 gallons in it. My trip stated that i went 242 miles on the tank (until the light came on). so 242 miles divided by 14.43 is 16.77 miles per gallon. I dont drive hard, i almost always stay out of the boost (for gas reasons) and the car is stock. My buddy has a 07 Mazda speed3 and said he had the same problem until he had about 4000 miles on the car. Is this normal for break in? I plan on getting the AP stage 1 soon. Will this help the gas mileage? I didnt buy this car cause i wanted to save on gas, but, when they rate the car for 20 plus miles per gallon in the city, i get worried. any suggestions?
